ให้สถาบันมีผู้อำนวยการคนหนึ่ง ซึ่งคณะกรรมการเป็นผู้แต่งตั้งโดยความเห็นชอบของคณะรัฐมนตรี ผู้อำนวยการมีวาระอยู่ในตำแหน่งคราวละสี่ปีนับแต่วันที่ได้รับแต่งตั้ง และอาจได้รับแต่งตั้งอีกได้แต่ต้องไม่เกินสองวาระติดต่อกัน ให้ผู้อำนวยการได้รับเงินเดือนและประโยชน์ตอบแทนอื่นตามที่คณะกรรมการกำหนด
