การประชุมสภาองค์การบริหารส่วนจังหวัดทุกคราว ต้องมีสมาชิกสภาองค์การบริหารส่วนจังหวัดมาประชุมไม่น้อยกว่ากึ่งหนึ่งของจำนวนสมาชิกสภาองค์การบริหารส่วนจังหวัดเท่าที่มีอยู่จึงจะเป็นองค์ประชุม
