ให้บรรดาข้อบัญญัติจังหวัด กฎ ระเบียบ ข้อบังคับ มติ คำสั่ง และประกาศที่ออกตามกฎหมายว่าด้วยระเบียบบริหารราชการส่วนจังหวัด หรือกฎหมายอื่นที่ใช้บังคับอยู่ในวันที่พระราชบัญญัตินี้ประกาศในราชกิจจานุเบกษาคงใช้บังคับต่อไปเท่าที่ไม่ขัดหรือแย้งกับพระราชบัญญัตินี้จนกว่าจะมีการออกข้อบัญญัติ กฎ ระเบียบ ข้อบังคับ มติ คำสั่ง และประกาศตามพระราชบัญญัตินี้
