Clause 1 กฎกระทรวง ฉบับที่ 2 (พ.ศ. 2541) ออกตามความในพระราชบัญญัติข้อมูลข่าวสารของราชการ พ.ศ. 2540

ในกรณีเจ้าของข้อมูลเป็นผู้เยาว์ ให้ผู้ใช้อำนาจปกครองมีสิทธิดำเนินการแทนตามมาตรา ๒๕ วรรคห้า การดำเนินการตามวรรคหนึ่ง ถ้าผู้เยาว์มีอายุไม่ต่ำกว่า ๑๕ ปี ต้องได้รับความยินยอมจากผู้เยาว์ด้วย
