(๒) ลาออก
(๓) คณะรัฐมนตรีให้ออก เพราะบกพร่องต่อหน้าที่ มีความประพฤติเสื่อมเสีย หรือหย่อนความสามารถ
(๔) ขาดคุณสมบัติหรือมีลักษณะต้องห้าม หรือกระทำการอันมีลักษณะต้องห้ามตามมาตรา ๒๑
