ให้องค์การมหาชนมีผู้อำนวยการคนหนึ่ง ซึ่งจะเรียกชื่อตำแหน่งเป็นอย่างอื่นตามที่กำหนดไว้ในพระราชกฤษฎีกาจัดตั้งก็ได้ คณะกรรมการเป็นผู้มีอำนาจแต่งตั้งและถอดถอนผู้อำนวยการ
