Clause 3 กฎกระทรวง ฉบับที่ 6 (พ.ศ. 2542) ออกตามความในพระราชบัญญัติวิธีปฏิบัติราชการทางปกครอง พ.ศ. 2539

ในกรณีที่มายื่นหนังสือคัดค้านด้วยตนเอง คู่กรณีจะยื่นต่อเจ้าหน้าที่ซึ่งถูกคัดค้านนั้นเอง หรือผู้บังคับบัญชาของเจ้าหน้าที่ซึ่งถูกคัดค้าน เจ้าหน้าที่สารบรรณ หรือเจ้าหน้าที่คนหนึ่งคนใดในหน่วยงานที่เจ้าหน้าที่ซึ่งถูกคัดค้านสังกัดก็ได้
