(๑) พิจารณาวินิจฉัยอุทธรณ์ที่ยื่นตามมาตรา ๖๕/๔ (๒) กำหนดหลักเกณฑ์และวิธีการยื่นอุทธรณ์ และวิธีพิจารณาอุทธรณ์ตามมาตรา ๖๕/๕ (๓) มีหนังสือเรียกบุคคลที่เกี่ยวข้องมาให้ถ้อยคำหรือส่งเอกสารหรือพยานหลักฐานเพื่อประกอบการพิจารณาวินิจฉัยอุทธรณ์
