บรรดากฎกระทรวง ประกาศ ระเบียบ และคำสั่งที่ออกตามบทกฎหมายที่ให้ยกเลิกตามมาตรา ๓ แห่งพระราชบัญญัตินี้ ให้คงใช้ได้ต่อไปเพียงเท่าที่ไม่ขัดหรือแย้งกับบทแห่งพระราชบัญญัตินี้ ทั้งนี้ จนกว่าจะได้มีกฎกระทรวง ประกาศ ระเบียบหรือคำสั่งที่ออกตามพระราชบัญญัตินี้ใช้บังคับ
