ให้เจ้าหน้าที่ของรัฐมีบัตรประจำตัวสำหรับเจ้าหน้าที่ของรัฐ เจ้าหน้าที่ของรัฐผู้รับบำเหน็จบำนาญมีสิทธิขอมีบัตรประจำตัวสำหรับเจ้าหน้าที่ของรัฐผู้รับบำเหน็จบำนาญได้ และให้หน่วยงานเจ้าสังกัดออกบัตรประจำตัวดังกล่าวให้ การขอมีบัตรประจำตัว การออกบัตรประจำตัว และลักษณะของบัตรประจำตัวให้เป็นไปตามหลักเกณฑ์ วิธีการ และแบบที่กำหนดในกฎกระทรวง
