การจัดการศึกษาต้องยึดหลักว่าผู้เรียนทุกคนมีความสามารถเรียนรู้และพัฒนาตนเองได้ และถือว่าผู้เรียนมีความสำคัญที่สุด กระบวนการจัดการศึกษาต้องส่งเสริมให้ผู้เรียนสามารถพัฒนาตามธรรมชาติและเต็มตามศักยภาพ
