หมวด ๕ ข้อบัญญัติเมืองพัทยา

ร่างข้อบัญญัติจะเสนอได้ก็แต่โดยนายกเมืองพัทยา สมาชิก หรือราษฎรผู้มีสิทธิเลือกตั้งในเขตเมืองพัทยาตามกฎหมายว่าด้วยการเข้าชื่อเสนอข้อบัญญัติท้องถิ่น ในกรณีที่สมาชิกเป็นผู้เสนอร่างข้อบัญญัติ ต้องมีสมาชิกลงนามรับรองไม่น้อยกว่าสองคน ร่างข้อบัญญัติเกี่ยวกับการเงิน สมาชิกจะเสนอได้ต่อเมื่อมีคำรับรองของนายกเมืองพัทยา
