ภาษีและค่าธรรมเนียมรถยนต์และล้อเลื่อนที่จัดเก็บได้ในจังหวัดชลบุรี ให้จัดสรรให้แก่เมืองพัทยาโดยให้ถือว่าเมืองพัทยาเป็นเทศบาล ทั้งนี้ ตามหลักเกณฑ์และวิธีการที่บัญญัติไว้ในกฎหมายว่าด้วยการนั้น
