ผู้ใดเป็นลูกจ้างประจำขององค์การบริหารส่วนจังหวัด เทศบาล องค์การบริหารส่วนตำบล หรือเมืองพัทยา อยู่ก่อนวันที่พระราชบัญญัตินี้ใช้บังคับ ให้ผู้นั้นเป็นลูกจ้างตามพระราชบัญญัตินี้ต่อไป โดยได้รับค่าจ้าง และสิทธิและประโยชน์เช่นเดิม
