กรรมการให้มีวาระอยู่ในตำแหน่งคราวละสามปี กรรมการซึ่งได้รับเลือกตั้งจะดำรงตำแหน่งเกินสองวาระติดต่อกันไม่ได้ ให้กรรมการที่พ้นจากตำแหน่งตามวาระปฏิบัติหน้าที่ไปพลางก่อนจนกว่าจะมีการเลือกตั้งหรือแต่งตั้งกรรมการใหม่
