ในวาระเริ่มแรก ให้อธิบดีกรมส่งเสริมอุตสาหกรรมปฏิบัติหน้าที่ในตำแหน่งกรรมการและเลขานุการในคณะกรรมการและคณะกรรมการบริหาร และให้กรมส่งเสริมอุตสาหกรรมดำเนินงานในหน้าที่ของสำนักงานไปก่อนจนกว่าจะได้มีการจัดตั้งสำนักงานและมีการแต่งตั้งผู้อำนวยการ ทั้งนี้ ภายในหนึ่งร้อยแปดสิบวันนับแต่วันที่พระราชบัญญัตินี้ใช้บังคับ
