หมวด ๔ สัมปทาน
(๑) เป็นนิติบุคคลไทย
(๒) มีทุน เครื่องจักร เครื่องมือ อุปกรณ์ และผู้เชี่ยวชาญที่มีความรู้ความชำนาญในการใช้เทคโนโลยีที่ทันสมัยเพียงพอ และ (๓) มีคุณสมบัติอื่นตามที่กำหนดในกฎกระทรวง
