หมวด ๗ ค่าธรรมเนียมและค่าบริการในกิจการโทรคมนาคม
(๑) มีวิธีการคำนวณที่ชัดเจน
(๒) เป็นอัตราที่ยุติธรรมแก่ผู้รับใบอนุญาตและผู้ใช้บริการ
(๓) ไม่มีลักษณะเป็นการเลือกปฏิบัติ แบ่งแยก หรือกีดกันผู้ใช้บริการหรือบุคคลหนึ่งบุคคลใด
