(๑) ตาย
(๒) ลาออก
(๓) รัฐมนตรีโดยอนุมัติของคณะรัฐมนตรีให้ออกเพราะบกพร่องต่อหน้าที่ มีความประพฤติเสื่อมเสียหรือหย่อนความสามารถ
(๔) ขาดคุณสมบัติหรือมีลักษณะต้องห้ามอย่างใดอย่างหนึ่งตามมาตรา ๑๓ มาตรา ๑๔ หรือมาตรา ๑๕ แล้วแต่กรณี
