(๑) บุคคลหรือกลุ่มคนที่รวมตัวกันมั่วสุม เพื่อก่อความเดือดร้อนรำคาญแก่ผู้อื่น หรือกระทำการอันขัดต่อกฎหมายหรือศีลธรรมอันดี หรือ (๒) บุคคลที่ประกอบอาชีพที่ขัดต่อกฎหมายหรือศีลธรรมอันดี
