เพื่อดำเนินการให้เป็นไปตามบทแห่งประมวลกฎหมายนี้ ให้รัฐมนตรีมีอำนาจจัดตั้งสำนักงานที่ดินจังหวัดขึ้น จังหวัดใดมีความจำเป็นที่จะต้องตั้งที่ทำการที่ดินมากกว่าหนึ่งแห่งให้รัฐมนตรีมีอำนาจจัดตั้งสำนักงานที่ดินสาขาขึ้นโดยให้สังกัดอยู่ในสำนักงานที่ดินจังหวัด การจัดตั้งสำนักงานที่ดินจังหวัดและสำนักงานที่ดินสาขาให้ประกาศในราชกิจจานุเบกษา
