การลงโทษข้าราชการรัฐสภาสามัญให้ทำเป็นคำสั่ง ผู้สั่งลงโทษต้องสั่งลงโทษให้เหมาะสมกับความผิด และต้องเป็นไปด้วยความยุติธรรมและโดยปราศจากอคติโดยในคำสั่งลงโทษให้แสดงว่าผู้ถูกลงโทษกระทำผิดวินัยในกรณีใดตามที่กำหนดไว้ในกฎ ก.ร. ตามมาตรา ๖๑
