ถ้าหากว่าสามารถจะทำได้อย่างอื่นแล้ว ห้ามมิให้ผู้หนึ่งผู้ใดเอาหยากเยื่อ ฝุ่นฝอยหรือสิ่งโสโครกเททิ้งในคลอง และห้ามมิให้เททิ้งสิ่งของดังกล่าวมาแล้วลงในทางน้ำลำคู ซึ่งเลื่อนไหลมาลงคลองได้ ถ้าผู้ใดกระทำผิดต่อมาตรานี้ ให้ปรับผู้นั้นไม่เกิน ๒๐ บาท หรือจำคุกไม่เกินเดือนหนึ่ง หรือทั้งปรับและจำทั้งสองสถาน
