หมวด ๓ การจัดระบบน้ำเพื่อเกษตรกรรม

ห้ามมิให้ผู้ใดกักน้ำไว้ใช้เกินกว่าความจำเป็นแก่ที่ดินของตน หรือกระทำการอื่นใดอันเป็นการขัดขวางต่อการส่ง กัก หรือระบายน้ำ จนเป็นเหตุให้ผู้อื่นไม่สามารถได้รับน้ำจากระบบชลประทาน
