ในการเก็บภาษีอากร กรมการอำเภอต้องคอยตรวจตราเวลาเกิดอุบัติเหตุ หรือเป็นเวลาราษฎรอัตคัดขัดสนเมื่อถึงกำหนดที่จะเก็บภาษีอากรนั้น ๆ ให้รู้และรายงานพร้อมทั้งความเห็นที่ควรจะจัดการผ่อนผันอย่างใด ให้ผู้ว่าราชการเมืองทราบ
