(๑) ในเขตกรุงเทพมหานคร ให้อุทธรณ์ต่อรัฐมนตรีว่าการกระทรวงมหาดไทย
(๒) ในเขตจังหวัดอื่น ให้อุทธรณ์ต่อผู้ว่าราชการจังหวัดที่หอพักตั้งอยู่
