หมวด ๑ บททั่วไป

หน่วยงานของรัฐอาจจัดให้มีสถานที่เพื่อใช้สำหรับการชุมนุมสาธารณะก็ได้ การจัดให้มีสถานที่เพื่อการชุมนุมสาธารณะตามมาตรานี้ไม่กระทบต่อเสรีภาพของประชาชนที่จะจัดการชุมนุมสาธารณะในที่สาธารณะอื่น มิให้นำความในหมวด ๒ การแจ้งการชุมนุมสาธารณะ มาใช้บังคับแก่การชุมนุมสาธารณะที่จัดขึ้นภายในสถานที่ตามวรรคหนึ่ง
