(๑) มีอายุ ๒๐ ปีบริบูรณ์ขึ้นไป
(๒) มีความรู้หนังสือไทยพออ่านออกเขียนได้
(๓) เป็นผู้ที่ไม่เคยต้องโทษจำคุกตามกฎหมายลักษณะอาญา ภาค ๒ ส่วนที่ ๕ หมวดที่ ๕ หมวดที่ ๖ หมวดที่ ๗ หมวดที่ ๘ และส่วนที่ ๙ หมวดที่ ๑ หมวดที่ ๒ หมวดที่ ๓ หมวดที่ ๔ หมวดที่ ๕ และหมวดที่ ๖
