หมวด ๔ วิธีร้องทุกข์

ถ้าเขียนความร้องทุกข์เป็นจดหมายแล้ว จดหมายนั้นต้องลงลายมือชื่อของผู้ร้องทุกข์ ใบร้องทุกข์ฉบับใดไม่มีลายมือชื่อ ผู้บังคับบัญชาไม่มีหน้าที่จะต้องพิจารณา
