หมวด ๔ วิธีร้องทุกข์

เมื่อผู้ใดได้ร้องทุกข์ต่อผู้บังคับบัญชาตามระเบียบที่ว่ามานี้แล้ว และเวลาล่วงพ้นไปสิบห้าวันยังไม่ได้รับความชี้แจงประการใด ทั้งความเดือดร้อนก็ยังไม่ปลดเปลื้องไป ให้ร้องทุกข์ใหม่ต่อผู้บังคับบัญชาชั้นที่สูงถัดขึ้นไปเป็นลำดับอีก และในการร้องทุกข์ครั้งนี้ให้ชี้แจงด้วยว่าได้ร้องทุกข์ต่อผู้บังคับบัญชาชั้นใดมาแล้วแต่เมื่อใด
