หมวด ๕ การรับและส่งไปรษณียภัณฑ์

ในเวลาที่ได้ประกาศใช้กฎอัยการศึก หรือในเวลาสงคราม รัฐมนตรีหรือเจ้าพนักงานคนใดที่ได้รับอำนาจพิเศษจากรัฐมนตรี เพื่อการนี้อาจออกคำสั่งเป็นหนังสือให้งดการส่งหรือกักไปรษณียภัณฑ์ประเภทใด ในระหว่างส่งทางไปรษณีย์นั้นไว้ได้ หรือให้จัดการจำหน่ายโดยวิธีใดแล้วแต่เจ้าหน้าที่ผู้ออกคำสั่งจะได้กำหนด
