หมวด ๕ การรับและส่งไปรษณียภัณฑ์

ถ้ามีปัญหาเกิดขึ้นว่า ไปรษณียภัณฑ์ใดเป็นจดหมายหรือไปรษณียบัตร หรือเป็นไปรษณียภัณฑ์ประเภทอื่นตามพระราชบัญญัตินี้ หรือตามกฎข้อบังคับและคำสั่งที่ได้ตั้งขึ้น ให้ถือเอาคำวินิจฉัยของอธิบดี แต่รัฐมนตรีอาจแก้ไขคำวินิจฉัยนั้นได้เมื่อเห็นสมควร
