เมื่อกรมจะต้องใช้ราคาไปรษณียภัณฑ์ที่แตกหักหรือสูญหายไปนั้น โดยที่ผู้ฝากได้ระบุแจ้งราคาไว้แล้วให้ถือว่าการระบุแจ้งราคาไว้นั้น เป็นข้อสันนิษฐานว่าไปรษณียภัณฑ์นั้นมีราคาตามที่ได้ระบุแจ้งไว้ แต่ทั้งนี้ผู้ฝากจะเรียกค่าสินไหมทดแทนเกินกว่ากำหนดราคาที่ได้ระบุแจ้งไว้นั้นหาได้ไม่
