หมวด ๖ การลงทะเบียนและการประกัน

ผู้รับ หรือผู้ฝากมีสิทธิที่จะขอให้เปิดไปรษณียภัณฑ์ที่จะส่งมอบแก่ตนก่อนรับต่อหน้าพนักงานเจ้าหน้าที่ของกรมได้ ในกรณีเช่นนี้ ให้พนักงานเจ้าหน้าที่นั้นทำบันทึกแสดงพฤติการณ์หรือข้อเท็จจริงตามที่ปรากฏแก่ตนไว้ แล้วลงลายมือชื่อทั้งสองฝ่ายไว้เป็นสำคัญ
