หมวด ๙ สิทธิพิเศษในการรับส่งไปรษณีย์

บุคคลผู้รับขนส่งของ หรือคนโดยสาร เพื่อบำเหน็จเป็นทางค้าปกติของตน จำต้องรับขนส่งไปรษณียภัณฑ์หรือถุงไปรษณีย์ ซึ่งอธิบดีจะกำหนดให้ส่งและให้ได้รับค่าระวางพาหนะสำหรับการนี้ ตามแต่จะได้ตกลงกันเป็นครั้งคราว
