ให้ตั้งศาลแขวงขึ้นสำหรับหัวเมือง ดังต่อไปนี้
(๑) ศาลแขวงมีนบุรี
(๒) ศาลแขวงกบินทร์บุรี
(๓) ศาลแขวงแม่สอด
(๔) ศาลแขวงแม่สะเรียง
(๕) ศาลแขวงหลังสวน
(๖) ศาลแขวงตะกั่วป่า
(๗) ศาลแขวงเบตง
