ผู้รับใบอนุญาตต้องจัดให้หน่วยกำลังตอบโต้รู้เกี่ยวกับแผนผังของสถานประกอบการและตำแหน่งที่ตั้งของวัสดุนิวเคลียร์ และมีความรู้อย่างเพียงพอในการป้องกันอันตรายจากรังสี เพื่อเตรียมพร้อมกับการปฏิบัติการที่อาจส่งผลต่อความปลอดภัยทางรังสี
