ผู้ซึ่งไปหรือผู้ซึ่งทางราชการสั่งอนุญาตให้ไปศึกษาวิชาในต่างประเทศก่อนวันใช้พระราชบัญญัตินี้ เมื่อเข้ารับราชการให้มีสิทธินับเวลาระหว่างไปศึกษาวิชาในต่างประเทศเป็นเวลาราชการสำหรับคำนวณบำเหน็จบำนาญตามเกณฑ์ในกฎหมายว่าด้วยบำเหน็จบำนาญที่ใช้อยู่ก่อนวันใช้พระราชบัญญัตินี้
