ให้รัฐบาลมีอำนาจกู้เงินเพื่อใช้จ่ายในการลงทุนเพื่อการบูรณะและวิวัฒนาการแห่งประเทศ ภายในกำหนดเวลาไม่เกินวันที่ ๓๑ ธันวาคม พ.ศ. ๒๔๙๘ ในยอดเงินไม่เกิน ๔,๐๐๐ ล้านบาท
