ในกรณีที่ประธานกรรมการมหาเถรสมาคมไม่อาจมาประชุมหรือไม่อยู่ในที่ประชุมมหาเถรสมาคม และมิได้มอบหมายให้สมเด็จพระราชาคณะรูปใดรูปหนึ่งปฏิบัติหน้าที่แทน ให้สมเด็จพระราชาคณะผู้มีอาวุโสสูงสุดโดยสมณศักดิ์ซึ่งอยู่ในที่ประชุมเป็นผู้ปฏิบัติหน้าที่แทน
