รถที่ได้เสียภาษีตามกฎหมายว่าด้วยรถยนต์ไว้แล้วก่อนที่พระราชบัญญัตินี้ใช้บังคับและยังไม่ถึงกำหนดเสียภาษีครั้งถัดไป ให้ได้รับยกเว้นไม่ต้องเสียภาษีตามพระราชบัญญัตินี้จนกว่าจะครบกำหนดเวลาที่ได้เสียภาษีไว้ ให้อธิบดีมีอำนาจกำหนดให้รถตามวรรคหนึ่ง ซึ่งจะชำระภาษีครั้งแรกตามพระราชบัญญัตินี้ ต้องชำระภาษีคราวละกี่งวดก็ได้
