Section 28 พระราชบัญญัติการพัฒนาและส่งเสริมพลังงาน พ.ศ. 2535
(๑) ลดหรือเพิ่มการผลิต การจำหน่าย หรือการใช้พลังงานควบคุม
(๒) เปลี่ยนประเภทของวัตถุดิบหรือวัตถุธรรมชาติที่ใช้ในการผลิตพลังงานควบคุม
(๓) เปลี่ยนแปลงอัตราค่าตอบแทนอย่างสูงที่จะพึงเรียกจากผู้ใช้พลังงานควบคุม
