(๑) มีคุณสมบัติและไม่มีลักษณะต้องห้ามตามมาตรา ๗ ยกเว้น (๒) และ (๑๐)
(๒) มีอายุไม่ต่ำกว่าสามสิบปีบริบูรณ์
